There are very few digital divide studies that include AAPIs in their analysis, and the few that do fail to address the needs and challenges that lower income and non-English speaking groups face, excluding them from the data altogether. Surveys that are conducted only in English and online and that aggregate data of over 20 different ethnicities provide a heavily skewed and misrepresentative perspective on broadband access in our communities.

Asian American Tech Table letter on automated decision practices and commercial surveillance

Automated decision-making pratices can be highly invasive and discriminatory towards
communities of color, including Asian Americans. Online companies’ mass collection of
personal data is used to target consumers with advertisements, content, and recommendations
based on their perceived interests and demographics. This process may introduce bias into the
decision making process, when it shows different individuals different options for housing,
employment, and credit opportunities or reproduces historical pattenrs of bias, it result in illegal
discrimination.

The Leadership Conference’s recent report, “Information Nation: The Need for Improved Federal Civil Rights Data Collection,” highlights the importance of data collection in tackling the problems created by structural racism, inequality, and other injustices. Without complete, accurate, and disaggregated data, it is impossible to develop a full understanding of how the communities we represent are faring. As the report concludes, while better data collection will not solve the challenges created by systemic racism and historic levels of inequality, it is a necessary first step.
