Today, the ACP’s current rate of expenditure is roughly $500 million per month. Based on this and projected growth, funding for the ACP could be exhausted by Q2 of next year, if not sooner. Without adequate and sustained funding, millions of vulnerable Americans currently relying on the program would see their internet bill jump or be disconnected entirely, and Congress’ bipartisan $42 billion investment in broadband deployment will not meet the goal of universal broadband deployment and adoption.
As the Japanese American Citizens League (JACL) discussed in their Digital Discrimination comments, small businesses in San Francisco’s Japantown experience an economic disadvantage compared to surrounding businesses because the businesses in Japantown “are limited to copper lines with a maximum capacity of 100 megabits/second”.

Washington, DC — September 13, 2023 — The Senate recently confirmed Anna Gomez, former senior advisor in the State Department’s Bureau of Cyberspace and Digital Policy, as the fifth member of the Federal Communications Commission (FCC). Commissioner Gomez becomes the first Latina to serve on the FCC since 2001. She fills a vacancy that has been open since January 2021.
Democracy will not be denied. The movement to advance civil and human rights and to create equity and racial justice for our communities is a marathon, not a sprint. Often in the heat of the race, we can forget to celebrate our milestones, no matter how big or small they may be on the scales of justice. In defining the metrics of success for engagement for the Digital Equity Competitive Grant Program, the NTIA should include the percentage of people who participated in digital equity programs from an organizations’ base membership or audience, rather than just the raw number of people who participated.
