Pending before the court are two motions for temporary restraining orders1 joined for briefing pursuant to Federal Rule of Civil Procedure 42(a)(1).2 For the reasons stated below, the court GRANTS a temporary restraining order staying the United States Postal Service (“USPS”) from implementing certain sections of its final rule, Ballot Mail for Federal Elections, 91 Fed. Reg. 54966 (Aug. 26, 2026) (to be codified at 39 C.F.R. pt. 111) (the “Final Rule”).
